we use some STB cards that have vga and ntsc outputs on the back,
they ain't the best, but it's broadcast quality.   It's just
a matter of a couple inb/outb's to re-sync the port to ntsc.

There's also a company in Minneapolis called Visual Circuits
that makes scan converters and other fun toys, I'm playing
with some of their mpeg stuff now. check out
