I wanted to install the package 'emacs-19.31' from your FreeBSD 2.1.6 Installation cdrom. It copied without problems. After a 'rehash' the command 'emacs' produced something like ld.so: file not found: libgcc.so.261.0 I didn't find that file in any of the tar archives on the cdrom.
