What are the permissions of top on your machine ? On mine :

-rwxr-sr-x  1 root  kmem  43033 Jul 17 08:58 /usr/local/bin/top

The permissions for mem look fine :

crw-r-----  1 root  kmem    2,   0 May 18 23:05 /dev/mem
