CUPS is a specific software package not included in the base FreeBSD. While there may be people on freebsd-questions who could help you out, you'll get far better results if you go to the tech support forum that exists specifically for CUPS: the cups.* news hierarchy. You can ask your admin to start carrying cups.* (5 groups, not much traffic), if it's not already carried.
