You don't need TeX to convert dvi files to PostScript... that's entirely dvips's job, TeX will take .tex and make .dvi...also, converting fig files to PS is transfig's job, not xfig's. xfig just makes .fig files, and it's actually calling transfig if you use the "export" button.
