Actually, they announced the new Mac OS X Server at WWDC 2001 and I have not heard them backing away from shipping the Developer Tools in the base release. At least some parts of Apple appear to realize that they have more to gain from acquiring new developers than from squeezing a small number of developers for $1000 each.
