I'm on 10.1 RC2 and /boot/defaults/loader.conf contains
module_path="/boot/modules"

I see the same line in 8.4 9.3 and 10.0

I have mine set to
kern.module_path=/boot/kernel;/boot/modules;/usr/local/modules

Ports like sysutils/fusefs_kmod and emulators/rtc install into 
/usr/local/modules
