Is this a problem? It sure is, actually... lots of people get this problem after upgrading to 2.2.2. The solution is to make sure that you have a login.conf file in your /etc directory. If you downloaded the latest sources from the FTP site and did a "make world", or even if you installed a brand new installation, the file *should* be under /usr/src/etc/login.conf.
