Plug-and-play for external modems in windows means windows send ATI9, and the modem reply $(001345/sdsad/04351) USR 5.23 or something, which win95 then uses to select a "driver" which really just means initstring, dialstrings, and information regarding different capabilitys the modem have. You can most likely use just ATZ for init and ATDT for dialing for starters.
