This has been the case for me since 3.3-STABLE.  If you look in
/etc/defaults/rc.conf or /etc/rc.conf you'll see that the loopback
(lo0) device isn't explicitly mentioned in the line that specifies
which interfaces are to be configured at boot time.  Instead there is
an entry for 'auto'.  I guess this is supposed to spot the loopback
device and configure it.  I just removed this and replaced it with
'lo0' and added the missing ifconfig line.  It's probably not the
correct thing to do, but it "worked for me(TM)".
