Well I hard-coded irq 9 in /etc/defaults/pccard.conf and the problem did go away. But I also have a 3C589C card which only works on irq 9. So I can't have both plugged in at the same time. The 3C589C card goes into polling mode (ping RTTs of 3000ms) when it is set at any other irq.
