IIRC, the default installation doesn't enable anything > in inetd, therefore inetd doesn't need to be run. There are two phases in sysinstall: (1) Do you want to run inetd -- yes or no? (2) If yes, would you like to edit your inetd.conf? The bug was that if you said "yes" to (1) and "no" to (2), inetd would not be enabled.
