How hard would it be for the proponents of the change to create a dot file that causes the new tcsh to emulate the behavior of the old tcsh that's currently installed? Then the people with finger habits (which I fully sympathize with, I install bash just about everywhere for the same reason) will be able to have their cake and eat it too.
