Its in James Clark's SP package.  See ftp://ftp.jclark.com/
(sorry, can't tell you the directory at the moment as the server
is down...)

It compiles more or less out of the box.

Note that the web pages are not really set up to build "out of
the box".  In addition to sgmlnorm, you also need some HTML DTDs
installed.

There are assorted things that could and should be changed to
make things buildable, but I don't really have the time to do it.
