What I don't get is that LC_NUMERIC appears to use ' (that's right, a single quote) as the decimal point. Is it a typo, or is that indeed the correct value? (This leads for perl 5.8.6-RC1 tests to fail; I am trying to determine whether Perl or this PR is at fault).
