I can probably confirm this. When I boot a RELENG_5 kernel that uses version 1.228.2.4 (committed by dwhite, Cc'ed) of /sys/kern/tty.c, I do not get beyond init's "select shell" prompt. The keyboard attaches properly though and Ctrl-Alt-Del and Scroll Lock do still work, too. Reverting kern/tty.c to 1.228.2.3 does the trick for me. I do not get a panic, fortunately(?).
