Just to be pedantic - this is _not_ a kernel, this is only kernel configuration file (used when you compile kernel). And this config file should be new only if it was modified during your last cvsup. If you want to build kernel from GENERIC config file, you should cd /usr/src and use # make buildkernel KERNCONF=GENERIC command (after buildworld).
