I'm not able to reproduce the error.

I've a FreeBSD 10.0 system and I build gdb without problems.
It seems that the /usr/bin/gcc you're using has an erratic/fork
behavior during the ADA support check., that causes the maxproc limit

The main question is: what is the /usr/bin/gcc you are using? FreeBSD
10.0 is gcc free, it should use clang, not gcc....
More specific, /usr/bin/gcc shouldn't exists...
Turns out that I symlinked/copied /usr/bin/clang to /usr/bin/g= cc, removing the duplicate solved the fork behaviour.
