I didn't install this, may require doesn't look like IP::Country::Fast (an optional module, with I have been installing by hand) was ever included in Sa 3.x. - IO::Socket::INET6 (from CPAN) This is required if the first nameserver listed in your IP configuration or /etc/resolv.conf file is available only via an IPv6 address.
