As others have pointed out somewhat cryptically, you pipe it through an external command that does the actual formatting. Apart from the rather primitive "fmt", there is also "par" (the textproc/par port), which allows you to specify the filling strategy, justification, quote recognition, etc in excruciating detail. Alas, it was written by a mathematician, and the manual is somewhat incomprehensible.
