The user should look sample dot.*rc in ${PREFIX}/share/skel/zh_TW.Big5, instead of `make install-user`. I also have to admit the RUN_DEPENDS section is too ugly, since it strives identifying whether an installed port/package is Big5-ized. For those which is unique or have "cookies", there should be no problem.
