Judging from the filename this doesn't seem to be an executable.
It's a firmware image for a hardware named DCFS-8000. Doing a
Google image search, this seems to be some network gear, a
switch or a router? Information is only available in chinese
(which I sadly cannot read).

You should consult the documentation of the device in order to
find out what to do with this firmware.

How? There are lots of methods to do so. :-)

Partitioning method and scheme, boot loader, file system
layout, devices and labels, all those need to be considered.

As per the manual page found in "man 8 boot", -D indicates dual
console support, -h forces the serial console, so both serial
console and internal video console will be activated. However,
this should not be the reason for not booting...
