In /usr/local/etc/poudriere.d/make.conf, try the following: DISABLE_LICENSES=yes Sadly, I didn't find proper documentation of this option (not in "man 5 make.conf", not in poudriere's material). Maybe it can be found in some locally accessible example file? Please report back if it worked.
