Yes, without it the printer will only feed single pages and print single-sided. In the printer menu (here: Laserjet 4000 operator panel), duplex capability needs to be selected "ON", because this seems to override the "duplex request" from the computer. Maybe you can check duplex in the web configuration interface of the printer? If I remember correctly, -dDuplex=true will generate the correct portions of PCL to have the printer use the duplexer.
