The problem is that you probably didn't install the X programming support 
files (I think that's what it's called in the installation program). When 
I had this problem, I simply copied over the whole subtree under 
/usr/X11R6/include from a machine that had it. If you're not going to use 
the X proxy, you don't need that, and can build the toolkit without X 
support (comment out the X proxy in the fwtk maklefile).
