Speaking only wrt the 5.1 release, I think we should include perl on the disc image, even for the mini-install ISO. We are already into the code-freeze for 5.1, and (IMO) we have a long list of things which are much more important to finish for that release than to *START* some project to address the many shortcomings of sysinstall.
