The 2000 and 2001 denote starting years. The range of years is defined in conjunction with the following column (max). They need to be read in conjunction with later lines in the file (which refer to the 'Brazil' rules), but those two lines define: Starting in the year 2000 and for all subsequent years (max), daylight saving starts at midnight (0:00) on the Sunday on or after 8th October (Sun>=8). The '1:00' is the amount of time 'saved'. Likewise, starting in the year 2001 and for all subsequent years (max), daylight saving ends at midnight winter time (0:00) on the Sunday on or after 15th February (Sun>=15).
