Sendmail is part of the base system, and will listen on the smtp
port unless instructed not to in /etc/rc.conf:

sendmail_enable="NO"
sendmail_outbound_enable="NO"
sendmail_submit_enable="NO"
sendmail_msp_queue_enable="NO"

That will completely disable sendmail.
