The file pkg/DESCR is supposed to be (quoting from the handbook):

I attached a list of files that are longer than 24 lines to this mail, 
please see if you can make them nice and concise.

P.S. Of course, 24 is an arbitrary number, but recent studies show
     that the reason why DEC chose 24 for the number of lines in their
     VT100 terminal was because average people can't sustain their
     interest longer than that many numbers of lines.

P.P.S. There are DESCRs that seem to be too short, too.

P.P.P.S. Of course one of the above is a joke.  (Just some obvious
     junk to make my message 24 lines long.)
