Win9x (and NT / W2k) has arp, netstat, ping, telnet, ftp, tracert (traceroute), nbtstat (netbios related) and route. All these are dos commands. As already mentioned, instead of ifconfig, use 'winipcfg' (it's a windows program) for Win9x, and 'ipconfig /all' (dos command) for NT / W2k.
