I supplied the popt-1.6.4 upgrade patch to rsync, and at the time Wayne Davison suggested on rsync@samba.org that popt be removed altogether instead of upgrading it. I tend to agree with this. The bloat issue should be taken up with the popt maintainers; perhaps it should be possible to build popt without the external dependencies for programs that don't need it.
