I think it was more when I did a make install. I just manually copied the files from the tar into the correct dir and ran make install again - it fails on a number of files. I haven't user the apache13-fp for a while - I use the apache13-modssl and compile FrontPage in after with apxs and mod_php4. The FrontPage 2002 server extensions are very hard to configure - it is mad about file permissions - you need to read the log files very carefully!!!
