Well, I'm the last guy to be answering this,
since I am by no means an ACL guy, but I
believe you are seeing correct behaviour.

If you look at "man zfsprops" in the aclinherit
section, it notes that ACEs are inherited when
the file is created.
A "mv" does not create a file, it simply gives it
a different name.

Imagine the case where a file has multiple hard
links. If you move one of those links to a different
directory, would you expect the ACL to change?
(I think not. In fact the only sensible semantic
is setting the ACL when the file is first created
and not changing it when additional links are created
in other directories.)
