If you look at "man zfsprops" in the aclinherit section, it notes that ACEs are inherited when the file is created. A "mv" does not create a file, it simply gives it a different name. Imagine the case where a file has multiple hard links. If you move one of those links to a different directory, would you expect the ACL to change? (I think not.
