IIRC, it's because they're not necessary if the SGML parser can
disambiguate the entity's end without it.

    foo bar &someentity baz

and

    foo bar &someentity; baz

are equivalent.

    foo bar &someentitybaz

and=20

    foo bar&someentity;baz

are not.
