I don't really like this, mainly because there is no link to the
mirror list, so the main ftp site(s) will likely get hammered more.
If we want to make it simpler for people to find the download area, I
would rather have the link to where.html is made more prominet (and
perhaps even being called "Download"), and then perhaps improved
where.html.
