I'm not a native speaker of either, but I have a little bit of 
background, in part from a trip to Brazil...  The two languages have the 
same kinds of divergences that for example, "Spanish Spanish" and 
"Mexican Spanish" do. My understanding is that speakers of one 
Portuguese can definitely understand and communicate with speakers of 
the other, but they are definitely different enough to warrant a 
separate category.
