I know at least one committer thinks a PR is not suitable for suggestions and that's what I understood from the PR intro docs. I'd probably use -stable or -current, but then I'm unfamiliar with -hackers. And it wouldn't be out of place in -chat, which is read often by Terry Lambert, who was a developer of the modules system.
