I'm using freebsd 2.1.7 and sendmail 8.8.8 Install a mail server whose delivery module can enforce quotas. I specifically recommend the "Cyrus" IMAP4/POP3 server, which comes with a program "deliver" that allows you to set quotas on a per user basis.
