The whole premise to the original question was that he wanted the icons to be readily available to every program. The whole point is that he didn't want it to be KDE-specific. I therefore have no particular idea where you're going with your discussion of KDE's location. The whole thing is one simple question: where would people be most likely to find the icons and use them?
