Don't think so. Previous version of `init' required you to press enter or ctrl-d to go to multi-user mode and to type password to hang in single-user mode. I think - this is logical, not to ask password when user (in this case root) doesn't have such. For example, if you don't have password, "Password: " prompt doesn't even appear ...
