The mirror is kept in sync with the master site by a direct email feed that Richard has established from his CTM production site to our ftp site. Every delta that arrives here will be processed immediately and then put on our site, so it should be available from the above URL just within minutes after it has been sent out. Therefore, if you suspect that a delta has not made it to you for whatever reasons, it might be a good idea to check our site for it. You can access our ftp site by email as well. To do so, send a message with the subject "help" to ftpmail@ftp.uni-trier.de. You will then receive instructions on how to proceed.
