You're right, there is no explicit referenced bit.  There are 13 extra
bits available though.  Will we need any of them for anything else (13
sounds like plenty)?

I think this needs to be the attitude all the way around on the initial
pass.  The UltraSPARC has tons of features that, if used correctly,
provide incredible performance gains.  First, it just needs to work
though.
