Yes, definately.

Btw, I've seen that Hauppage now has a TV tuner card which has a mpeg2
encoder on board: http://www.hauppauge.com/html/wintvpvr_datasheet.htm

I'm not sure, but maybe it supports mpeg1 too. I send them an e-mail
asking if it supports mpeg1 as well, but no answer so far.
