There's a "write for sys admin" or "editor" link or some such on the front page. If you're interested in online publishing, try Daemon News (www.daemonnews.org), or articles@daemonnews.org. The FreeBSD Diary (www.freebsddiary.org) also publishes articles; there's a contact on the front page.
