Setup program is separate unit as far as I understand. If I'm mistaken and /proc is always needed for running OO.org, then documentation should say it clearly. It's probably unfortunate coincidence, "setup" and "setup program" are used interchangeably nowadays and this causes confusion. Probably what's meant is that "OO.org environment needs mounted /proc for running".
