I did this for two reasons: 1: So developers would not get confused and/or it can be used with the developers.sgml and cause no problems. 2: I could have added email addresses to the developers.sgml file but then I'm either going to mess up several tables throughout the www/ tree (ie: the tables will expand beyond a resonable limit.)
