Well, because it is not really an sgml file, and isn't really anything
like developers.sgml and includes.sgml.  If this is a large deal, I'll
fix by either a repcopy or cvs add/remove.

I did this for two reasons:

1: So developers would not get confused and/or it can be used with
the developers.sgml and cause no problems.

2: I could have added email addresses to the developers.sgml file but
then I'm either going to mess up several tables throughout the www/
tree (ie: the tables will expand beyond a resonable limit.)  Along
with putting people through alot of work when they add developers,
some people may just want names.  I hope this is ok.

Criticism is welcome, and often useful.  Perhaps the best feed back
on any project comes from my peers.

Nope.  I tried to keep away from all the other entities, and to make
an attempt at keeping them less confusing.  Anyway, its 5:00AM EST and
