What Tom is saying is that the branch currently referred to as -STABLE, which *is* what was formerly known as 4.8-STABLE, but is right now called 4.9-RC due to the pending 4.9-RELEASE -- well, that branch already documents that ed needs miibus. I can also confirm that: my ed(4) manpage shows 'device miibus' in the synopsis section.
