With multiple files defined in spamd.conf and referenced in all:

all files are processed as listed in debug mode but
only the ipnumbers from the last file are evidenced in ipfw table 2.

#spamd -b -m ipfw
#spamd-setup -b -d -m ipfw
#ipfw table 2 list | wc -l
  268
