Both sections deal with ACPI. The parts on debugging ACPI in 11.16 should be moved to the developer's handbook. I think that debugging ACPI is an advanced task that does not have to be covered in the handbook. On the other hand, there's no information on powerd in 11.15, which is important for laptop users. I could provide some information on powerd.
