I tried to install Subversive plugins just today and for me also installation of the plugins didn't result in any effect except for entries in the installed plugins list. I also tried to install the CDT plugin and its installation seemed to have succeeded, but there was a message in the error log that some file failed to get unzipped into /usr/local/lib/eclipse-devel, which I take as a sign that the installation was not really successful. In fact, no CDT GUI elements appeared after the installation and subsequent restart.
